According to Nunatsiaq Online, the 17-page document confirms that the USA does not recognize Canada’s claims to the Northwest Passage.

The American State Department’s Deputy Assistant Secretary for Oceans and Fisheries, David Balton, still holds the Chair of the Arctic Council, until Finland takes over later this year. The State Department’s Arctic Envoy Robert Papp, a former US Coast Guard Commander, resigned in January when the Obama administration left office.

A new Arctic Envoy from the Trump administration has yet to be confirmed.
