This is reported by the Kommersant business daily and the Russian news agency Ria Novosti Monday morning.

The NATO Summit is to be held in Newport, South Wales, on September 4 and 5 and is expected to attract the leaders of more than 60 countries.

During two days they are going to discuss topics concerning Russia, such as the NATO-Russia relations, as well as strengthening ties with Ukraine and enhancing the collective defense of the alliance.

"Given the current conditions, Moscow did not count on it," the paper quoted Russian diplomatic sources as saying, although the country's representatives received invitations to similar summits before.

According to a sources in the NATO headquarter Russia’s participation in the upcoming summit was deemed "unreasonable.”
